    Pi-Ju CHANG 2010 Taiwan Documentary color 97min Mandarin, Taiwanese Digi Beta
    Shu Fang Tsai, a disabled fashion designer, and her friend Gui-Hua Lin set up “Angel without Wings” workshop in 2003. With her father’s spiritual legacy of her father, Shu Fan unceasingly ran this workshop with Gui-Hua and made it the first legitimate sheltered workshop in Kaohsiung, Taiwan, 2003. All the disabled students are welcomed to enroll in the workshop regardless of the physically disabled part. The teachers offers lessons including sewing skills here and take care of the students like their kindred mothers.
    But soon they have to deal with the grey area between People with Disabilities Rights Protection Act and Enforcement Rules of the Labor Standards Act. The professional evaluation of career qualification is required after the amendment has done. Suddenly, the workshop became a place for the employers and the wage-laborers. Those who cannot fulfill the minimum of manufacturing the production are not likely to be hired. This sweet and warm shelter for the disabled was in a crisis. Facing the discrepancy between philanthropy and reality, Shu Fan and Gui-Hua need to protect their home, the home for the people really in need.

    Pi-Ju CHANG is the employee in Chunhwa Telecom. Having worked there for twenty years, she enjoys earning her own living in a big company like this one. She is curious about everything, especially environmental protection and minority politics. Filmmaker is a career that she never has in her mind, but she became a producer for MOD in Chunhwa Telecom due to her patience and sense of observation. Though she did not change a brand new life with this turning point, she at least changed her mind.
